"Talk Timer"?

As I banned an advertizer today, a suggestion springs to mind.

Would it be possible to add some sort of timer to the message? (like the one that some servers have for trade)

Example:
*Iwannadvert has just logged in*
"hehe, gonna advertize for my server!"
"wtf? I gotta wait for 5 min before I can talk in main chat?"
"wow, no point in advertizing here then"

The idea is that you add some sort of time delay (like 5 min) to the chat for new players. It would stop advertizing dramasticly.

I don't even know if it's even possible to add it, but if it is, then it could work.

I like cuz spammers cant Spam

And i dont like cuz if i need buy something and need to say alots of message

5 min for normal chat
10 sec for ::message

The thing about it is, I don't think that spammers will care waiting for only 5 minutes. If you make it longer, New players wont be able to use it. They don't know how to play the game? Can't talk to everybody.

I like the whole 10 seconds between every ::message idea. I think It will work, But Staff shouldn't have to wait If that's possible.

10 seconds Isn't that long to wait between every ::message. If you really have to sell it, It should never be that spammy that you have to do ::message more than one time every 10 seconds.
