sounds dumb but will help.
just mods that keep a eye on people that break the pk rules.
they dont have to have rights just trusted players. but they have too be accepted of all staff.
with no powers they cant jail. so when staff are busy doing something they can get a pm of a pk moderator and jail them..(this is why we need trusted players)
